Giuliani said that 45 asked his advice on how to do a 'Muslim ban' legally. He called it that. Obama may have dubbed them as countries of concern, but he didn't institute a ban. I can understand doing some extra vetting before you give them a visa, or even putting a temporary pause on issuing visas...
