The flood in NOLA happened when the levees breached, so they had no warning. The amount of rain headed for Texas was forecast days ahead and yet people stayed. You won't see the whining out of Houston that did out of New Orleans. Given the size of the situation, the rescue efforts are going about as good as they possibly can....
